France's ultra-Liberal immigration policies allow north African immigrants to move into and around the country with ease and to remain a permanent underclass outside the French economy and its benefits.

Neither compassionate nor effective....sound familiar?

Victor Davis Hanson from 2002 on the perils of multiculturalism and its logical end, balkanization:
"The tragedy is that though illegal aliens come here hoping to succeed, most get no preparation for California's competitive culture. Instead, their activist shepherds herd them into ethnic enclaves, where inexorably they congeal into an underclass. The concept of multiculturalism is the force-multiplier that produces this result: it transforms a stubborn problem of assimilation into a social calamity."

"Within hours, the original cause of the incidents was forgotten and the issue jelled around a demand by the representatives of the rioters that the French police leave the “occupied territories." By midweek, the riots had spread to three of the provinces neighboring Paris, with a population of 5.5 million."
